Summary

Your meeting starts in two minutes and the browser version of Teams or Zoom shows a crossed-out camera. In almost every case the site is sitting on your browser's block list from a prompt you dismissed weeks ago. This article gets you on camera in under a minute, then covers device selection, the Windows switch that overrides everything, and the indicator light that means another app got there first.

Before You Start

• Microsoft Edge or Google Chrome on Windows 11 or Windows 10.
• A built-in or USB camera and microphone connected to the computer.
• No admin rights required. Every setting here lives in your own browser profile or your own user account.

Instructions

1. Fix It Fast from the Address Bar

Do this first. It changes the permission for the site you are already on and takes four clicks.

1. Look at the left end of the address bar, immediately before the web address. You will see either a padlock icon or two small horizontal sliders — the tune icon that replaced the padlock in Chrome 117 and in recent Edge builds. Both open the same panel.
2. Click that icon. A panel drops down showing the site name at the top and a list of permissions beneath it.
3. Find Camera and Microphone in the list. Each has a dropdown or a toggle beside it.
   • In Edge, set each dropdown to Allow.
   • In Chrome, switch each toggle on, or select Allow from the dropdown.
4. If Camera and Microphone do not appear in the panel at all, click Site settings at the bottom of the panel. A settings tab opens with the full permission list for this one site — set Camera and Microphone to Allow there.
5. Close the panel and press Ctrl + R to reload the page.

Verification: The meeting page shows your video preview, and the camera button in the meeting controls no longer has a line through it. A permission change never applies to a page that is already loaded — the reload is what makes it take effect.

Tip: In a live Teams or Zoom meeting, leave and rejoin after the reload rather than waiting for the page to notice. The site asks the browser for the camera once, when the call starts.

2. Review Every Site's Permission in Microsoft Edge

Use this when you want to see everything at once — which sites you have granted, which you have blocked, and which you no longer recognise.

1. Open Microsoft Edge.
2. Click the three dots (...) at the top right and select Settings.
3. Click Cookies and site permissions in the left sidebar.
4. Scroll to the All permissions section and click Camera.
5. The page shows two lists: Block and Allow. Every site that has ever asked sits in one of them.
6. To move a site, click the trash-can icon or the three dots (...) to its right and select Remove. The entry disappears and the site is back to asking you next time.
7. Confirm Ask before accessing (recommended) is switched on at the top of the page. With it off, no site can ever reach the camera and no prompt appears to tell you why.
8. Click the back arrow and repeat all of this for Microphone. Edge keeps the two permissions entirely separate — granting one does nothing for the other.

Note: A site listed with a briefcase icon and wording about being managed by your organization was set by company policy. You cannot remove it locally, and it is not a fault. Tell IT: "Please confirm whether camera permissions are set by policy for my browser profile, and which sites are on the list."

3. Review Every Site's Permission in Google Chrome

Chrome holds its own separate lists. Doing this in Edge changes nothing in Chrome, so work through both if you use both.

1. Open Google Chrome.
2. Click the three dots (⋮) at the top right and select Settings.
3. Click Privacy and security in the left sidebar, then click Site settings in the main pane.
4. Under the Permissions heading, click Camera.
5. Check the Default behavior section at the top. Sites can ask to use your camera is the setting you want. Don't allow sites to use your camera silently refuses every request.
6. Below that, the Customized behaviors section lists Not allowed to use your camera and Allowed to use your camera. Find your meeting site in the wrong list.
7. Click the site name to open its own settings page, then set the Camera dropdown to Allow. Alternatively, click the trash-can icon beside the entry to remove the decision entirely.
8. Click the back arrow and repeat for Microphone.

Verification: teams.microsoft.com, zoom.us, or whichever site you are fixing now appears under Allowed to use your camera. Reload the meeting tab.

4. Clear a Decision You Made by Accident

The permission prompt appears once. Clicking Block to make it go away teaches the browser never to ask again, which is why the camera has been dead ever since.

1. Open the site that is failing.
2. Click the padlock or tune icon at the left of the address bar.
3. Look for Reset permissions at the bottom of the panel — Chrome labels it exactly that, and Edge offers Permissions for this site followed by a Reset permissions button on the page that opens.
4. Click it. Every permission for that site returns to its default, as though you had never visited.
5. Reload the page. The camera and microphone prompt appears again, and this time click Allow.

Note: Resetting permissions for a site does not sign you out of it and does not clear its cookies. It affects camera, microphone, notifications, location, and the rest of the permission list only.

5. Choose Which Camera or Microphone the Browser Uses

When a laptop camera, a docked webcam, and a headset are all connected, the browser hands the site whichever device it considers the default. That is often the wrong one.

In the browser:

1. In Edge, go to Settings > Cookies and site permissions > Camera. A dropdown sits at the top of the page listing every camera Windows can see. Select the one you want.
2. In Chrome, go to Settings > Privacy and security > Site settings > Camera. The same dropdown sits above the Default behavior section.
3. Repeat on the Microphone page for your headset or desk microphone.

In the meeting itself: Teams and Zoom in the browser both have their own device pickers that override the browser default for that call.

• Teams on the web: click Settings and more (...) at the top right of the meeting window, select Settings, then Devices, and choose from the Camera and Microphone dropdowns. A live preview confirms your choice.
• Zoom on the web: click the small upward arrow (^) beside the Start Video and Mute buttons in the meeting toolbar and pick the device from the pop-up list.

Tip: Unplug and replug a USB webcam while the browser is open and the device list refreshes without a restart. Reload the meeting page afterwards so the site picks up the change.

6. Check the Windows Privacy Switch That Overrides the Browser

Windows has a master switch above everything the browser does. With it off, your browser permissions are correct and the camera still produces nothing.

1. Press Windows + I to open Settings.
2. Click Privacy & security in the left sidebar, then click Camera under the App permissions heading.
3. Confirm Camera access at the top of the page is On. Off means no application on this computer reaches the camera, whatever its own settings say.
4. Confirm Let apps access your camera is On.
5. Scroll down to Let desktop apps access your camera and confirm it is On. This is the one that catches people — Edge and Chrome both count as desktop apps, and this toggle sits far enough down the page to be missed.
6. Click the back arrow, click Microphone, and check the same three settings there.

Verification: Under Let desktop apps access your camera, Windows lists the apps that recently used the camera with a timestamp. Your browser appearing there with a recent time confirms the request is reaching the hardware.

Note: On a managed work laptop these toggles are sometimes greyed out with a note that some settings are managed by your organization. Tell IT: "Camera access is locked off by policy on my device and I need it enabled for browser-based meetings."

7. Rule Out Another App Holding the Device

An indicator light beside the lens that is already on before you join means something else has the camera. Most webcams serve one application at a time; the second one to ask gets a black frame and no error message.

1. Look at the LED next to the camera lens, and at the notification area beside the Windows clock — Windows 11 shows a small camera icon there whenever the camera is in use.
2. Hover over that camera icon. Windows names the application currently using the device.
3. Close the named application. The usual culprits are the Teams desktop app running alongside the browser version, Zoom, Webex, the Windows Camera app, and streaming software such as OBS Studio.
4. If nothing obvious is running, press Ctrl + Shift + Esc to open Task Manager, look through the Processes tab for a video app you thought you had closed, select it, and click End task.
5. Reload the meeting page.

Tip: Windows Hello uses the camera briefly at sign-in. If the camera fails on the first meeting after you unlock the laptop and works fine afterwards, that is the cause and it clears itself in a few seconds.

Troubleshooting

WARNING

Setting a site to Allow grants it the camera and microphone on every visit, with no further prompt, for as long as the entry stays on the list. Grant it to meeting platforms your organization uses and nothing else, and clear out entries you no longer recognise using Step 2 or Step 3.

Symptom / Error	Potential Cause	Solution

Camera and Microphone are missing from the address bar panel	The page has not requested them yet	Start or join the call first so the site asks, then open the panel. The entries appear only after a request.
Everything is set correctly and the camera is still dead	Windows privacy switch is off	Turn on Let desktop apps access your camera in Settings > Privacy & security > Camera (Step 6).
The permission dropdown is greyed out	Setting enforced by company policy	Note the exact site address and tell IT: "Camera permission for this site is enforced by policy and I need it allowed for meetings."
The wrong camera keeps being used	Browser default points at another device	Select the device in the browser's Camera settings page, then again in the meeting app's own device picker (Step 5).
