Instructions

1. Check for a Windows Key Lock on Your Keyboard

This is the single most common cause. Gaming keyboards ship with a feature that disables the Windows key so the Start menu cannot interrupt a game, and it is far too simple to trigger by accident.

1. Look along the top edge and the function row of the keyboard for a small key or switch labelled Win Lock, Game Mode, Gaming, or a padlock-over-Windows-logo icon.
2. Hold Fn and press the Windows key. On most keyboards this toggles the lock directly.
3. Look for an indicator light. Many keyboards light a small LED, or turn the Windows key's own backlight off, while the lock is active.
4. If the keyboard has a physical slider switch on the top edge, move it to the other position.
5. Open the keyboard's own software if it has any — Logitech G HUB, Razer Synapse, Corsair iCUE, SteelSeries GG, or the manufacturer's utility. Find the game or gaming mode profile and turn off the option that disables the Windows key.
6. Press Windows + E. File Explorer opens, which confirms the lock was the cause.

Note: The lock survives a reboot and follows the keyboard, not the PC. If you swapped keyboards recently, or someone borrowed your desk, this is the first thing to rule out.

2. Confirm the Windows Key Registers at All

Before changing any Windows settings, find out whether the keypress is even arriving. This takes thirty seconds and tells you which half of the problem you are in.

1. Press Ctrl + Windows + O to open the On-Screen Keyboard. If that shortcut is also affected, open it from Settings > Accessibility > Keyboard and set On-screen keyboard to On.
2. A virtual keyboard appears on screen. Leave it visible.
3. Press and hold the physical Windows key. The matching key on the on-screen keyboard highlights while it is held.
4. If the on-screen key does not highlight, the keypress is not reaching Windows — go back to Step 1, and try a different keyboard to confirm.
5. If it does highlight, Windows is receiving the key but something is intercepting the shortcut — continue to Step 3.

Tip: While the On-Screen Keyboard is open you can click its Windows key and then press E on the physical keyboard. If File Explorer opens that way, the shortcut logic is intact and the physical key is the problem.

3. Restart File Explorer When the Start Menu Will Not Open

explorer.exe draws the Start menu, the taskbar, and File Explorer windows. When it hangs, the Windows key appears dead while everything else keeps working.

1. Press Ctrl + Shift + Esc to open Task Manager. This shortcut does not use the Windows key, so it works even when the others fail.
2. Select Processes in the left sidebar.
3. Scroll to the Windows processes section and find Windows Explorer.
4. Right-click Windows Explorer and select Restart.
5. The taskbar disappears for a second or two and redraws. Your open windows and files stay untouched.
6. Press the Windows key. The Start menu opens.

4. Clear a Stuck Modifier Key

If Windows believes Ctrl, Alt, or Shift is still held down, every Windows key shortcut becomes a different combination that does nothing.

1. Press and release each modifier key once, on both sides of the keyboard: left Ctrl, right Ctrl, left Alt, right Alt, left Shift, right Shift, and the Windows key.
2. Open the On-Screen Keyboard from Step 2 and look at those keys. A modifier Windows thinks is held stays highlighted with nothing pressed.
3. If one stays highlighted, press and release the physical key firmly, then check again.
4. For a wired keyboard, unplug the USB cable, wait five seconds, and plug it back in. Windows re-reads the key state from scratch.
5. For a wireless keyboard, switch it off and on, or remove and reinsert the battery.
6. Test Windows + E again.

Note: A key that physically sticks — crumbs, a spilled drink, a failing switch — produces exactly this. If the same key repeatedly latches, the keyboard itself needs replacing rather than more troubleshooting.

5. Rule Out the Filter Keys and Sticky Keys Interaction

Two accessibility settings change how keystrokes are delivered, and both make the Windows key look broken.

1. Press Windows + I to open Settings, or open it from the Start menu if the shortcut is unavailable.
2. Select Accessibility in the left sidebar, then click Keyboard.
3. Set Filter keys to Off. While it is on, Windows discards keystrokes it judges too brief — a quick tap of the Windows key is exactly what it discards.
4. Set Sticky keys to Off. Sticky Keys can latch a modifier so it stays active, which turns Windows + E into a combination you did not intend.
5. Press Windows + E to confirm the fix.

Verification: With both settings off, hold the Windows key for a second before pressing E. If that works but a quick tap does not, Filter Keys was still on somewhere — recheck the toggle.

6. Find the App That Has Taken Over the Shortcut

When one specific shortcut fails and the rest work, a background program has registered that combination as its own global hotkey. Windows hands the key to whichever app claimed it first.

1. Identify the failing combination precisely. Common conflicts: Windows + G claimed by Xbox Game Bar, Windows + Shift + S claimed by a third-party screenshot tool, Windows + Alt + R claimed by a recording tool, and Windows + P or Windows + Ctrl + Arrow claimed by graphics utilities.
2. Press Ctrl + Shift + Esc to open Task Manager, then select Startup apps in the left sidebar. This lists the background programs running from sign-in.
3. Look for screenshot tools, screen recorders, macro utilities, remote-access clients, and vendor overlays such as NVIDIA App, AMD Software, or your keyboard's own utility.
4. Close one suspect at a time from the taskbar's hidden-icons area — click the upward arrow beside the clock, right-click the icon, and select Exit or Quit.
5. Test the failing shortcut after each one. When it starts working, you have found the culprit.
6. Open that app's settings and change or clear its hotkey rather than uninstalling it. Most tools keep this under a Shortcuts, Hotkeys, or Keyboard page.
7. For Xbox Game Bar specifically, open Settings > Gaming > Game Bar and set Allow your controller to open Game Bar and the Game Bar shortcut to Off.

Tip: Remote desktop and virtual machine windows deliberately capture the Windows key so shortcuts apply to the remote machine. Windows + L in particular locks the remote session, not yours. Click your local desktop first, then use the shortcut.

7. Check Whether Policy Has Disabled Shortcuts on a Managed Device

On a work laptop, kiosk, or shared machine, Windows key shortcuts are sometimes turned off deliberately. This is worth checking last, because there is no reader-side fix.

⚠ This step reads a setting your IT team controls

You are only looking here, not changing anything. This value lives in the machine-wide part of the Registry: changing it needs admin rights, and on a work computer the policy is reapplied automatically, so an edit would be undone within the hour anyway. What it is worth doing is reading the value, because it tells IT exactly what to change.

What it changes: nothing. You open one key, read one value, and close the window.

To undo it: there is nothing to undo — you have not changed anything.

Rather not? Skip the Registry and raise the ticket in step 3 anyway: ask IT whether a policy called NoWinKeys is applied to your device. They can check it from their side.

Blocked? If regedit will not open, or you see "Registry editing has been disabled by your administrator", that is the policy at work — go straight to step 3.

1. Press Windows + R — or open Run from the Start menu — type regedit, and press Enter. If a message reads Registry editing has been disabled by your administrator, your device is managed and Step 3 below is your route.
2. In Registry Editor, click the address bar, type HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer, and press Enter. Read the right-hand pane and look for a value named NoWinKeys. A value of 1 means Windows key shortcuts are turned off by policy. Read it, do not change it — a managed device reapplies policy on the next refresh and overwrites your edit within the hour.
3. Raise a ticket with the exact finding. Tell IT: "Windows key hotkeys are disabled on my device. NoWinKeys is set to 1 under HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer. Please confirm whether that is intended for my role, and enable Windows key shortcuts if not." Include your device name so they can find the right policy assignment.
4. While you wait, use the mouse-driven equivalents: click Start for the Start menu, click the File Explorer icon on the taskbar, and use Ctrl + Alt + Del > Lock in place of Windows + L.

Note: If the Policies\Explorer key does not exist on your machine, no policy is blocking shortcuts. Close Registry Editor and revisit Steps 1 and 6 — a keyboard lock and a hotkey conflict account for most remaining cases.

Troubleshooting

WARNING

Do not create or change registry values to re-enable Windows key shortcuts on a work device. Policy is reapplied automatically, so the edit is undone within the hour, and altering policy keys on a managed machine can flag a compliance alert against your account. Read the value, quote it in a ticket, and let IT make the change.
